Read Aloud is free and part of Microsoft Edge, which is part of Windows. Speakybara is free too, and its Edge voices are those same Microsoft neural voices. Managed, at €59 a year incl. VAT, only buys you Google's Chirp 3 HD voices without setting up a Google Cloud project.
Privacy
Edge's natural voices stream from Microsoft's cloud, so the text of the page goes to Microsoft; offline, Read Aloud falls back to a few older, lower-quality voices. Speakybara's free Edge voices make exactly the same trade, sentence by sentence — and Piper gives you a fully offline option that Read Aloud does not have. The image never leaves your PC in either case, because Read Aloud never takes one.

No. Read Aloud reads what is rendered inside Edge: a web page, or a PDF opened in Edge. Mail in Outlook, a Teams message or a dialog box is out of reach.
Usually not. Read Aloud reads the text layer of a document, so an image-based PDF may not narrate at all. Speakybara reads the pixels, so a scan is no different from anything else.
No. Narrator (Win+Ctrl+Enter) is a full screen reader for people who are blind, and it cannot read text inside images either. Speakybara is a read-aloud tool that sits next to Narrator, not a replacement for it.
The free Microsoft Edge voices in Speakybara are the same Microsoft neural voices, so the quality is identical. Speakybara adds the offline Piper voices and Google's Chirp 3 HD voices on top.
